Place the water, beef stew meat, salt, and pepper in the slow cooker. Add drained tomatoes with green chilies, minced garlic, onion, and green bell pepper. Cook on high for 30 minutes.

Add water to the tomato juices to make 1-½ cups liquid. Heat in a saucepan and mix in flour. Add spices and liquid to slow cooker and stir. Cook on low for 3-4 hours.

Serve with rice or tortillas and garnish with chopped cilantro, pico de gallo, shredded cheddar cheese, and sour cream.
